“Admiral, she’s an imposter,” Holt lies through his teeth, his voice trembling as he points a trembling finger at my chest. “She instigated this. She wired herself to frame my men. Master-at-Arms, secure this woman!”
Two heavily armed military police officers step forward, their faces tight with confusion.
“Touch her, and you’ll spend the rest of your lives breaking rocks in Leavenworth,” Admiral Vale’s voice booms, resonating with the absolute authority of a man who commands fleets.
But Holt isn’t listening anymore. The panic in his eyes shifts into something much darker. Pure survival instinct.
“I said secure her!” Holt roars.
Before the MPs can react, a black SUV crashes through the secondary checkpoint gates, its tires screaming against the asphalt. Holt smiles, drawing his own sidearm and leveling it at my head. “I told you, Commander. Women like you don’t belong here.”

“Put the weapon down, Richard!” Admiral Vale bellows, stepping directly into the line of fire. His crisp white uniform forms a shield between me and the corrupt Commander. “Are you out of your goddamn mind? You’re pointing a loaded firearm at a federal investigator!”
“She’s not leaving this base with that recording, Marcus,” Holt spits back.
The casual use of the Admiral’s first name sends a chilling shockwave through me. A Commander doesn’t address a four-star Admiral by his first name unless the chain of command has already been entirely compromised.
I keep my hands visible, my eyes locked on the trembling barrel of Holt’s gun. “What is on those dock servers, Holt?” I ask, my voice projecting across the silent yard. “My mandate was to investigate phantom payrolls and harassment. But a man doesn’t risk a court-martial and a firing squad over skimmed paychecks or bruised egos. What did Mercer and his boys help you smuggle through the Coronado ports?”
Mercer, still huddled on the concrete, looks up in absolute horror. “Smuggle? Commander, you said we were just bypassing customs for off-the-books naval equipment! You said—”
“Shut your mouth, Grant!” Holt roars, his finger tightening on the trigger.
“He used you, Petty Officer,” I say, never taking my eyes off Holt. “The IG’s office flagged anomalies in the shipping manifests three months ago. Crates arriving from the Middle East, bypassing standard inspections, signed off directly by Commander Holt. I let you push me around today because I needed Holt to step in and flex his authority on the record. I just didn’t expect him to be this desperate.”
Admiral Vale turns slightly, his eyes narrowing at his subordinate. “You’ve been moving unregulated cargo through my base? Under the guise of black-ops logistics?”
“It was for the greater good of the country!” Holt shouts, sweat beading on his forehead. “The bureaucracy is strangling us! We needed off-book funding to keep our actual operations running!”
“So you started running black-market weapons,” I state flatly. The pieces are finally snapping together. The intimidation tactics, the aggressive misogyny, keeping the lower ranks terrified and blindly obedient—it was all a smokescreen to maintain absolute control over his sector of the docks.
Before Holt can reply, the deafening thwap-thwap-thwap of a helicopter shatters the tension. A matte-black Blackhawk descends rapidly over the training yard, kicking up a vicious storm of dust and debris. The red strobe lights of the lockdown are swallowed by the massive, looming shadow of the chopper.
“Master-at-Arms!” Admiral Vale shouts over the deafening rotor wash. “Take Commander Holt into custody! Now!”
But the MPs don’t move toward Holt. Instead, they unholster their weapons and aim them squarely at the Admiral.
A cold dread pools in my stomach. The twist hits me with the force of a physical blow. Holt isn’t the mastermind. He’s just a middleman.
The Blackhawk touches down, and a man in a tailored charcoal suit steps out. He flashes a badge that I recognize instantly—Department of Defense, high-level clearance.
Holt lowers his weapon, letting out a heavy breath of relief. “You’re late, Director.”
The man in the suit ignores him, walking straight through the rotor wash toward Admiral Vale and me. “Admiral. Lieutenant Commander Ward. I’m Director Hayes, DoD Internal Security. I’m afraid this investigation is officially over. You are both being detained under the Espionage Act.”
“On what grounds?” I demand, my hand inching toward my own weapon.
Hayes smiles, a cold, empty expression that doesn’t reach his eyes. “On the grounds that Commander Holt is a deep-cover operative for the DoD, and your little IG investigation just blew a five-hundred-million-dollar sting operation. Hand over the camera, Ward. Or I’ll have my men take it from your corpse.”
I look at Admiral Vale. He looks at me. We both know Hayes is lying. There is no sting operation. This treason goes all the way to the Pentagon.

The realization ripples through the yard. The younger sailors, previously frozen in shock, begin to shift uneasily. They joined the United States Navy to serve their country, not to act as muscle for corrupt bureaucrats and black-market arms dealers.
“Last chance, Ward,” Hayes snaps, pulling a compact pistol from his jacket and aiming it directly at my face.
I glance at Petty Officer Mercer. He is still on his knees, pale and shaking. He’s a bully and a coward, but looking into his eyes, I see the horrifying realization that his blind loyalty to Holt has made him an accessory to high treason.

Mercer looks at Holt, then at me.
“Shoot her!” Holt screams at the MPs.
In a split second, the yard erupts. Mercer lunges forward with a feral shout, tackling the closest rogue MP just as the man’s finger tightens on the trigger. The gunshot goes wild, shattering the windshield of a nearby transport truck in a shower of safety glass.
I don’t hesitate. I draw my sidearm and fire a double tap into the dirt inches from Hayes’s expensive leather shoes. He flinches backward with a shout, dropping his weapon. Simultaneously, Admiral Vale steps into the second MP’s guard, executing a flawless, brutal disarm that snaps the man’s wrist and sends his Beretta skittering across the pavement.
“Hold your fire! Drop your weapons!” a new, booming voice echoes through the compound megaphones.
The locked steel gates of the training yard are suddenly breached from the outside. A heavily armored SWAT unit from NCIS—the Naval Criminal Investigative Service—floods into the courtyard. Assault rifles are raised, and dozens of red laser sights instantly paint Holt, Hayes, and their men.
I lower my weapon but keep it ready, allowing myself a small, grim smile.
“Did you really think the Naval Inspector General would send one woman into a corrupt, locked-down base without backup?” I ask Holt, whose face has drained of all blood. He drops his gun, raising his hands in absolute, trembling defeat.
“I’ve been broadcasting live this entire time,” I reveal, tapping the blinking red light on my collar. “Every threat. Every confession. Every treasonous word you and Hayes just spoke went straight to a secure server in Washington, monitored by the Director of Naval Intelligence.”
NCIS agents swarm the yard, violently tackling Hayes to the ground and slapping heavy iron cuffs on Commander Holt. The fake DoD agents from the Blackhawk surrender immediately, dropping their weapons as they are surrounded by federal agents.
Admiral Vale brushes the dust off his uniform and walks over to me. He looks at my torn jacket, the jagged scar still visible.
“You saved my life again, Lieutenant Commander,” Vale says softly, a deep respect anchoring his voice.
“Just doing my job, Admiral,” I reply, securing my sidearm back into its holster.
Two agents haul Mercer to his feet. He looks at me, bracing himself to be destroyed.
“Petty Officer Mercer will face a court-martial for assault and insubordination,” I tell the arresting agents. “But note in his file that he intervened to protect a superior officer during an armed standoff. It might save him from Leavenworth.”
Mercer nods, tears of shame in his eyes, before being led away.
The Coronado breeze finally feels cool against my skin as the flashing red lights of the lockdown are replaced by the blue and red of federal authorities. The corruption has been rooted out. The guilty will face justice. And the system, for once, worked exactly the way it was supposed to.
I pull my jacket tight, covering my scar, and walk out of the yard. My orders here are complete, but in the Inspector General’s office, there is always another investigation waiting.
