It belonged to Colonel David Miller, a deep-cover intelligence coordinator holding top-secret dossiers detailing covert foreign infrastructure inside Caracas. Miller had vanished after sending a frantic four-second audio burst: “Package compromised. They know about the vault.”
Instead of ordering a surgical strike, the Joint Chiefs authorized a massive naval blockade off Brazil, sending shockwaves straight into Caracas. Venezuelan forces immediately scrambled fighter jets and moved artillery to the coast, bracing for an all-out invasion. But the public didn’t know the real story. The armada wasn’t a force meant for invasion; it was an impenetrable wall designed to contain a localized catastrophe before it crossed international lines.
As night fell, Vance’s top officer leaned in close. “Sir, satellite imagery just confirmed Miller’s signal didn’t come from a Venezuelan bunker. Silence descended on the command deck. Someone inside the Department of Defense was funding the shadow unit surrounding Miller, playing both sides of a global proxy crisis. Vance picked up the secure line directly to the Oval Office, his knuckles white.
