He had assumed the remote outpost would be managed by easily intimidated local officers, but Elena was no ordinary operative. Assigned directly by Washington under a covert anti-corruption protocol, she had been tracking unauthorized access requests long before Vance walked through the double doors.
Before Vance could regain his composure, Elena tapped her radio, ordering her team to lock down all exits and secure every terminal in the building. Vance reached into his inner jacket pocket to pull out his federal authorization mandate, but Elena cut him off, revealing a encrypted folder sitting on her desk. Inside was a complete record of Vance’s private communications over the past forty-eight hours, including an offshore wire transfer completed just minutes before his arrival.
